Abstract
In this article, Till examines the “Cooperative Strategy for 21st Century Seapower: Forward, Engaged, Ready (CS21R)”, a refreshed version of U.S. maritime policy, which appeared in March 2015. CS21R is a new doctrine developed in accordance with the times that identifies necessary changes to the Navy, and the doctrine is composed of seven functions and five missions. The seven function are: defend the homeland, deter conflict, respond to crises, defeat aggression, protect the maritime commons, strengthen partnerships, and provide humanitarian assistance and disaster response. The five missions are: all-domain access, deterrence, sea control, power projection, and maritime security. These seven functions and five missions serve to modernize and change U.S. maritime policy, thus forcing the U.S. maritime services to devote much time to its strategic plans.
