Abstract
In order to achieve a level of realization in its strategy of energy and to be engaged in a profitable interaction with Russia, and also in order to maximize the national power and to minimize security threats, Iran attempts to achieve a strategic energy relationship with Russia. In the current situation, the realization of this strategy has been always under the influence of international factors and largely dependent on different viewpoints of Iran and Russia in the Central Asia and Caucasia. The present paper attempts to describe and explain the influential obstacles in this field, meanwhile it states the position of Iran and Russia. Different opinions of Iran and Russia about republics with Moslem inhabitants, Islamic institutionalism and about ethnical and racial differences in Central Asia and Caucasia are the major obstacles of interaction of energy between Iran and Russia. On the other hand outside-regional actors such as Europe and United States use strategies to threat relationship of Iran and Russia in the field of energy and economy resources of the region and influence this relationship in the arena of geopolitical energy. Therefore, the question to be asked is: what is the effect of the amount of threats resulted from spread of instability and insecurity and political-security threats in Central Asia and Caucasia on the strategy that Iran has taken in order to make a relationship with Russia? This paper, firstly, considers available obstacles in the process of geopolitical changes of Central Asia and Caucasia and their effects on the complexity of the energy of the region; then it explains the rate of effectiveness of each of these obstacles in the relationship between Iran and Russia in order to regulate an appropriate strategy.
