Gottemoeller discusses the policies of the current Russian government regarding its massive arsenal of nuclear weapons. During much of his first term, Russian president Vladimir Putin and his military and foreign policy advisors struggled with what to make of the Cold War-sized nuclear arsenal they inherited.
