The article discusses the effectiveness of Russia’s propaganda effort since the onset of the crisis in Ukraine. Topics discussed include the country’s effort to promote a narrative it first introduced in the mid-2000s about the faults of the U.S. and the West and the dangers of institutions associated with democracy, the challenges it poses to key foreign policy goals of the Euro-Atlantic alliance, and the establishment of a Strategic Communications Center of Excellence in Latvia in 2015 by the North Atlantic Treaty Organization (NATO) designed to counter Russian propaganda.
