Introduction
The post-Cold War era has made a new concept of cooperative diplomacy visible in international relations. Although uncertain yet whether cooperative diplomacy will become a central element of future international relations, most nations have readily shown their willingness to accept international cooperation or into almost every policy dimension. The security conditions Northeast Asia are somewhat different, since regional cooperation is not significant or limited at best. It is seemingly correct the volume of human and commodity exchanges have steadily been increasing, but this condition fails to motivate regional cooperation in the political-military dimension. Even worrisome is the fact that regional security conditions are getting worse than ever before as countries of the region are willing take political initiatives in the changing security environment. North Korea’s nuclear issue is a representative symptom which adds to deepening regional insecurity.
