Abstract

A stronger People’s Republic of China worries some people who fear that China will become a threat to the rest of the world. Some believe that in order to encourage cooperative behavior from China, it must be integrated into the international system through the process of socialization. The article examines the development of multilateralism in Chinese foreign policy. It explores whether China’s foreign policy has become more cooperative as it develops economically. It then investigates whether the effect of socialization on China’s behavior has helped it become more cooperative. It concludes that there are limits to China’s acceptance of multilateralism & little evidence that it will be socialized into its norms.
