Abstract
This research examines the nuclear energy issue in the Korean Peninsula toward a particular purpose of analyzing a possibility of establishing multilateral nuclear safeguard system in the Korean Peninsula. It will first discuss the national security environment in the Korean peninsula, followed by nuclear energy issues. Then it will present the analysis of various nuclear safeguard models, including those offered by IAEA and the European Atomic Energy Community (EURATOM). Finally, the three models of regional nuclear safeguards system – (1) KEDO-based model, (2) East Asian atomic energy (ASIATOM) model, and (3) Asia-Pacific atomic energy (PACATOM)  model – will be presented and discussed as a building block for the regional arrangement to assure a peaceful use of nuclear energy in the Korean peninsular, and for greater East Asia and Pacific.
